Vessel collided with Chinese bulk carrier KUAI BANG HAI 18 at Busan outer anchorage, probably during tanker approach. Understood tanker was to bunker bulk carrier, but went out of control and struck anchored KUAI BANG HAI 18. Bulk carrier suffered hull breach in ballast tank area 2 meters above waterline, with ensuing ballast water leak.
